
In the fictional writings of J. R. R. Tolkien, the Undying Lands are a realm inhabited by immortal beings. It includes the continent of Aman and the island of Tol Eressëa. The treacherous Sauron deceived Ar-Pharazôn, last king of Númenor, into thinking the ruler of the Undying Lands would himself be undying, and the king prepared to invade. To prevent this, Ilúvatar destroyed Númenor and placed the Undying Lands beyond the reach of mortals, although Elves (Middle-earth) could still sail there. A few others have been said to have made the journey by special permission: the Hobbits Bilbo Baggins, Frodo Baggins and Sam Gamgee, the Dwarves (Middle-earth) Gimli (Middle-earth) and several others with mortal blood: Earendil, his father Tuor and his wife Elwing. An army of men from Númenor also landed briefly in the Undying Lands, but they had been forbidden from doing so, and were buried beneath falling mountains for this transgression. Since Gandalf was a Maiar he probably came from the Undying Lands in the first place, so he didn't need special permission to return. I don't know of any Tolkien writings that say Wizards couldn't go back or that Gandalf's return was a "special arrangement". I have removed the reference to Gandalf. Radagast forgot about his mission, Saruman tried to supplant Sauron, and it seems the Ithryn Luin also fell. So in a way Gandalf's case was special.
