It seems to me that the Pharoah was clearly Egyptian, and clearly a head of state. Why do you think it doesn't belong in this category? User:Quadell User_talk:Quadell 15:08, Sep 15, 2004 (UTC) The question is to decide how far backwards in time you could go and find some state of which contemporary Egypt can be reasonably considered a successor. Due to the complete political reorganization of the area during Greek, Roman, Arab, Ottoman periods, I think it is not reasonable to link Pharoahs to contemporary Egypt (in :Category:Heads of state by country "countries" are reasonably modern countries). For the same reason while browsing through the various subcategories to clean up these categories, I did not even think to subcategorize "Roman emperors" in Italy or "Byzantine emperors" in Turkey, or "kings of ancient Israel" in Israel ; I met some cases which were not so obvious (for instance, I would not subcategorize "Emperors of Austria" to Austria, but I admit both ways to do are reasonable). Indeed a good criterion would be to include some ruler in the subcategory "Heads of state of SuchCountry" if it ruled SuchCountry after the "date of nationhood" purported by List of countries by date of nationhood. (this would mean that indeed, emperors of Austria have their place among "Austrian heads of state" OK, and a bit off topic here :-)). Clearly there are no easy and non-biased solutions to this kind of decision... I guess it would be easier if it were called :Category:Heads of state of Jumhuriyat Misr al-Arabiyah, but that's not a good idea for other reasons. I certainly see your point.
