United States House of Representatives Joint Resolution 71 was approved by a vote of 407-0 on October 25, 2001. It requested that the President designate September 11 of each year as "Patriot Day." President George W. Bush signed the resolution into law on December 18, 2001 (as Public Law 107-89). As such, it is not an official public holiday, but rather a discretionary day of remembrance. On September 4, 2002, President Bush used his authority created by the resolution and proclaimed September 11, 2002 as Patriot Day. He has continued to make similar declarations every year since. On September 11, 2002, Patriot Day also became known as America Remembers, invoking the title CNN used for its coverage of the first anniversary of 9/11. On this day, the President directs that the flag of the United States be flown at half-staff and displayed from individual American homes, at the White House, and on all U.S. government buildings and establishments, home and abroad. The President also asks Americans to observe a moment of silence beginning at 8:46 A.M. (Eastern Daylight Time) marking the first plane crash on September 11 attacks. Some countries have also shared Patriot Day with the U.S. as well. For example, in Canada, the government orders Flag of Canada on the Peace Tower and on all Canadian diplomatic missions in the U.S. be flown at half-staff on September 11. Some greeting card companies have released Patriot Day cards, causing controversy among some. However, many companies, such as Hallmark Cards, do not offer cards specifically for Patriot Day. This designation should not be confused with Patriot's Day, a holiday that is celebrated in the Commonwealth of Massachusetts and the State of Maine, which was part of Massachusetts until 1820. The only persons claiming that Sept 11th has become patriot day are those unaware that there already was a day designated under that name. To die as victim of a terrorist attack is not necessarily a patriotic act, albeit a great tragedy. To willfully stand in the face of the foremost military power on the planet with a rifle in your hands because you believe in the american cause is a more conscious and entirely different distinction. We should honor both groups, but not by stealing away the day representing the sacrifice by some in order to award it to others. ::I agree with the above comment, even if they got some facts wrong: It is in fact called Patriot's Day, and it is celebrated on April 19. Furthermore, it is only celebrated in Maine, Wisconsin, and Massachusetts. However, I have always felt that it should be a national holiday. It is worth nothing, however, that the passengers of United Airlines Flight 93 did heroically fight the terrorists, leading to the plane crashing in Shanksville, Pennsylvania rather than hitting a target in Washington, D.C..
