He heads the Pachakutik Indigenous Movement and is secretary general of the United Farm Workers' Union of Bolivia. In 1984, he was one of the leading organisers of the Tupac Katari Guerrilla Army, a failed armed insurrection against the Bolivian government. Quispe was arrested for his involvement in the movement on August 19, 1992. Quispe has worked for the establishment of an indigenous republic "Collasuyu" in the Aymara-majority regions of Bolivia. A staunch opponent of the United States (see anti-American sentiment) and the International Monetary Fund, Quispe has been classified as a terrorism by the Federal Bureau of Investigation.
