Enabling Act (US)An Enabling Act, in reference to admission of new U.S. states into the United States, is legislation passed by United States Congress authorizing the people of a United States territory to frame a constitution. The act also lays down the requirements that must be met as a prerequisite to statehood. This has nothing to do with the more infamous Enabling Act of Nazi Germany.
