Council of Europe

The Council of Europe is an international organizations of 46 member states in the European region. Membership is open to all European states which accept the principle of the rule of law and guarantee fundamental human rights and freedoms to their citizens. One of the main successes of the Council was the European Convention on Human Rights in 1950, which serves as the basis for the European Court of Human Rights. The seat of the Council of Europe is in Strasbourg on the France-Germany border. Originally meeting in Strasbourg's University Palace, it is now domiciled in the Palace of Europe on the outskirts of the city centre. The Council of Europe is not to be confused with the Council of the European Union or the European Council, as it is a separate organisation and not part of the European Union. == Founding == The Council of Europe was founded following a speech given by Winston Churchill at the University of Zurich on 19 September, 1946 ([http://www.peshawar.ch/varia/winston.htm text of speech]) calling for a "United States of Europe", similar to the United States of America, in the wake of the events of World War II. The Council was officially founded on 5 May, 1949 by the Treaty of London, 1949 when the ten original members signed the statute of Westminster. This treaty is now known as the Statute of the Council of Europe. == Aims == Article 1(a) of the Statute states: :''The aim of the Council of Europe is to achieve a greater unity between its members for the purpose of safeguarding and realising the ideals and principles which are their common heritage and facilitating their economic and social progress.'' The Council concentrates on the following areas: *Protection of democracy and the rule of law *Protection of human rights, notably: ** Social rights, with the European Social Charter ** Linguistic rights, with the European Charter for Regional or Minority Languages *Promotion of Europe's cultural identity and diversity; *Addressing problems facing European society including discrimination, xenophobia, Environmentalism, AIDS, drugs and organised crime *Encouraging democratic stability via reform. == Institutions == The institutions of the Council of Europe are: *The Council of Europe Secretariat *The Council of Europe Committee of Ministers * [http://assembly.coe.int/defaultF.asp The Parliamentary Assembly] *The European Court of Human Rights * [http://www.coe.int/T/E/Commissioner_H.R/Communication_Unit/ The Commissioner for Human Rights] There's also the European Commission for Democracy through Law, better known as the Venice Commission. == Symbols == ''Main article: European symbols'' The Council of Europe is responsible for the notable European flag with 12 golden stars (upward pointing) arranged in a circle on a blue background since 1955, and the anthem based on the Ode to Joy in the final movement of Ludwig van Beethoven's ninth symphony since 1972. In 1964, it established the anniversary of its founding on 5 May 1949 as Europe Day. (Europe Day has since been moved to May 9. See European symbols#Europe Day.) To avoid confusion with the European Union, which uses the same flag, the Council often uses a modified version with a stylised lower-case 'e' in the centre of the stars which is referred to as the 'Council of Europe Logo' [http://www.coe.int/02/Logo/Pictures/LogoCoE/LogoCoe.jpg]. == Membership == Today, there are 46 member states (nearly all of the European states. Map [http://www.coe.int/T/e/com/about_coe/member_states/default.asp]). Upon foundation on May 5, 1949 there were ten members: * * * * * * * * * * Members with later admission dates (sorted by date of admission) : * (9 August 1949) * (9 August 1949) * (9 March 1950) * West Germany (13 July 1950) * (16 April 1956) * (24 May 1961) * (6 May 1963) * (29 April 1965) * (22 September 1976) * (24 November 1977) * (23 November 1978) * (16 November 1988) * (5 May 1989) * (6 November 1990) * (26 November 1991) * (7 May 1992) * (14 May 1993) * (14 May 1993) * (14 May 1993) * (30 June 1993) * (30 June 1993) * (7 October 1993) * (10 October 1994) * (10 February 1995) * (13 July 1995) * (13 July 1995) * (9 November 1995) * (9 November 1995) * (28 February 1996) * (6 November 1996) * (27 April 1999) * (25 January 2001) * (25 January 2001) * (24 April 2002) * (3 April 2003) * (5 October 2004) The Parliament of held special guest status with the Parliamentary Assembly from September 1992 to January 1997, but this has been suspended as a consequence of the November 1996 undemocratic constitutional referendum and parliament by-elections and limits on democratic freedoms (e.g. freedom of expression cf. Belarusian media) under the authoritarian regime of President Lukashenko. The constitution changed by the referendum "does not respect minimum democratic standards and violates the principles of separation of powers and the rule of law." [http://press.coe.int/cp/97/11a(97).htm]. Belarus applied for full membership on 12 March 1993 (still open). applied for observer status at the Council of Europe Parliamentary Assembly in 1999. The official response of PACE was that Kazakhstan could apply for full membership, because it is partially located in Europe, but that they would not be granted any status whatsoever at Council of Europe until their democracy and human rights records improved. The has observer status at the Council of Europe Committee of Ministers since 1970. Some non-European states also have observer status at Council of Europe institutions: : and the have observer status at the Council of Europe Committee of Ministers. : has observer status at the Council of Europe Parliamentary Assembly. : and have observer status at both the Council of Europe Committee of Ministers and the Council of Europe Parliamentary Assembly. ==See also== *Europe *European Union *European Federation of National Engineering Associations *Organization for Security and Co-operation in Europe *Common European Framework of Reference for Languages ==External links== *[http://www.coe.int/ Council of Europe] - Official site *[http://conventions.coe.int/Treaty/Commun/QueVoulezVous.asp?NT=001&CM=8&DF=23/01/05&CL=ENG Statute of the Council of Europe] Council of Europe European politics International organizations Strasbourg

FYROM,the Former Yugoslav Republic of Macedonia,as Republic of Macedonia is fabrik for forgery Greek history,Greece culture,Greek geography and Greek symbols Macedonians!See Greek Macedonian symbol "Vergina Sun",Philip II king of Macedonia and Alexander the Great king of Macedonia !!! User:Vergina 19:43, 6 Nov 2003 (UTC) : I still fail to see how "F.Y.R.O. Macedonia" fails to meet your standards, while the expanded acronym does -- the difference seems negligible to me. You can impose the conflict in the name to a point, but if you overstate it, you're not doing the readers a favor. Note also that the RoM link is a pipe link, avoiding a needless redirect. --User:Shallot 20:25, 6 Nov 2003 (UTC) Jiang's version even now says "Former Yugoslav Republic of Macedonia", it just doesn't link the whole name, so I don't see what the issue is really. --User:Delirium 09:05, Nov 18, 2003 (UTC) This is Propaganda !! User:Vergina 09:08, 18 Nov 2003 (UTC) Should not the name here reflect exactly the English equivalent of what the COE lists as the name? That should prevail over any POV. This is the COE article and nothing more. There should be no arguing here about it - User:Marshman 04:12, 19 Nov 2003 (UTC) : The problem is only with Vergina who seems to believe that we need to display the ridiculously long name and link to the respective redirect. While the former could be explained with accuracy and honoring the dispute, the latter is really pointless. --User:Shallot 18:07, 20 Nov 2003 (UTC) ::Hmmm, I see no problem with the long name if that is the name under COE. Link should never go to a redirect; that would be a bit POV - User:Marshman 19:26, 20 Nov 2003 (UTC) I looked it up on the COE website and Jaing is essentially correct: "the former Yugoslav Republic of Macedonia" — Wikipedia should reflect the COE terminolgy on the COE article page. - User:Marshman
