
CIPHER POL In the World Government Organization in the fictional world of One Piece, CP denotes Cipher Pol. The Cipher Pol, from 1-8. The organization CP9 is a "secret" organization, composed of the most powerful agents of all other CP squadrons. CP9 also has special powers restricted to normal CP squadrons, like the ability to kill any person percieved as a threat to world stability. More recently, CP9 was gifted, under the authority of Supreme Admiral Commander Aokiji (The Blue Pheasant), the ability to initiate a "Buster Call", which is a powerful strike force of ten warships which hunt down and destroy any particular pirate group unfortunate enough to be targeted. CP9's top agents have spent the last five years in the One Piece timeline undercover as carpenters for Iceburg in Water 7. The organization seeks the plans to a powerful, ancient warship, called Pluton (the same ship mentioned in Alabastia's ancient tablet), in order to bring an end to the "Great Pirate Age," sparked by the death of Gol D. Rob Lucci: When we first meet him he appears to be a mute using his pigeon ,Hattori, to speak for him. He also shows very impressive skills when he gets into a fight with Pauly and later Luffy. However, it is soon revealed he is leader of CP9 unit capable of speaking for himself. Lucci ate the Neko Neko fruit, which allows him to turn into a huge cat beast. This couple with his martial arts style of Rokushiki, makes him a resilent foe. Kalifa: First seen as Iceburg's secertary. She seem to care the most about him, going so far as to attack anyone who insults him with very swift and powerful kicks (which Luffy finds out the the hard way when he makes an unintended remark toward Iceburg). When she reveals herself to be a member of CP9, she also shows she handy with using a whip along with the Rokushiki. Blueno: Is introduced tending a bar in Water 7 and also seem the most friendly with Franky (Cutty Flam) and Paulie. But soon shows his true nature when he attacks Paulie for the Pluton blueprints. He was also the CP9 agent that Robin runs into on the streets. Blueno has eaten the Doa Doa (Door Door) Fruit which allows him to create a door from any wall. \"Yamkaze\" Kaku: Seen as the Galley-la shipwright reporter, able to more incredibly fast and leap from buildings from amazing heights and distances without a scratch. Alot of the characters mistake him for Ussop since he too has a long nose, only squared. In battle he something of a swordsman, using a varity of pavers against Luffy in Dock 1 and again against Zoro in the Iceburg's room along with his Rokushiki martial art. Kaku was also resposnible for tossing the broken Merry Go out into the storming sea and to its supposed demise. Nero: Not yet seen but he is the newest member of the CP9. He was never with the other CP9 agents instend he was in the Puffing Tom. From the look of him, he has whiskers. He is currently resides in car 4. Spandam: The oversear of CP9. He use to be the CP5 leader and the first one to come after the Pluton blueprints held by Tom-San. When Tom refused, Spandam framed him by using Franky's battleships on a judiciary ship, making it seem like Tom and his apprentices were the culprints. In the end though, Spandam is outsmarted as Tom safely hid the plans away and only gets a very scarred face for his trouble (curtosity of Tom and Cutty). Now, Spandam is back with a mask forged onto his face and roaring to finish what he started long ago. CP6 Agents: Only the leader is known, his agents are random people working for him. Jerry: He is the leader of CP6 as well as the first agent Sanji comes across once he invades the Puffing Tom. Jerry is a extermely tall man, so much so that he covers the the whole ceiling of the car hes in. He seems to be boxer of sorts able to move his arms lighting fast. But the small space doesn't give him much room to attack properly and thus hes easily taken down by Sanji. CP7 Agent: Wanze: He is a CP7 leader, he is also the chef like Sanji. He looks like a slug/snail who has a hot tamper and don't like to get bothered. he also shoots ramen out of his nose. Sanji, Soge-king(Usopp), and Franky are currently facing him
