Bybee memoThe Bybee Memo was a document prepared by the United States Department of Justice's Office of Legal Counsel(OLC) in response to a CIA request to the White House. It was submitted on August 1, 2002. The memo is known by the name of the then head of the OLC, Jay Bybee, who signed it on page 46. The White House requested the OLC look at the issues involved and prepare a memo discussing them. The memo describes what limits on the use of force apply to interrogations overseas in respect to the appropriate US Code. The memo concluded that the limits on torture only applied to actions "specifically intended to inflict severe pain or suffering", be they mental or physical.
